Kuwait names first female cabinet minister The government of the State of Kuwait announced that Prime Minister has appointed Ms. Massouma Al-Mubarak as a first female cabinet minister.  Ms. Al-Mubarak is appointed to Minister of planning cum Minister of state for administrative development affairs.  She is a political science professor at Kuwait University and known as a columnist.  Ms. Massouma Al-Mubarak (right)
